Someone's been reading Sankaku ComplexI see...
    or Kotaku. My bad.

Also, it's not really built to be miku,
they just put one they allready had into a cosplay outfit,
    hence the non-miku-esque face.

Ok, so I did a bit of research~

The robot is HRP-4C, a robot built by These guys and it costs 20 million yen apparently, that'ld be 140,576 ish if your wandering. It'ld take you roughly 2 years working 8 hours, 5 days a week on 5.80 (The minimum wage for over 21's in the UK) assuming that you didn't have any expenses, didn't work any overtime and the asshole government didn't steal any of your money (Impossible hypothetical situation).
The creators are intending to make an open source section for letting the public development movement and facial expression routines, mabye they're assuming one crazy bastard will buy one of these or something.
Despite the usage of vocaloid to sythasize a singing voice this isn't the first time a Gynoid (Female Formed Robot) has publicly sang, EveR-2 sang "I Will Close My Eyes For You" during the opening ceremony at the Robot World 2006.

Also the robot only has the battery to last 20 minutes.

I found nothing else of major intrest.
